Both official methods above only work for your own CNIC. PTA does not offer any service — USSD, web, or otherwise — that lets a person check which CNIC another person's number is registered under.
Websites that claim to check anyone'sCNIC or reveal a stranger's SIM records are not affiliated with PTA or NADRA. They are unsafe: they typically harvest the CNIC numbers visitors type in, show fabricated results, or install malware. Never enter your CNIC, photos, or fingerprints on such sites.
Foreign nationals can register SIMs in Pakistan using their passport or, where applicable, their NICOP or POC, subject to NADRA and PTA registration rules. SIMs for foreign nationals are registered against these documents rather than a CNIC.
